What is IRWFA?

IRWFA — the International Rehabilitation Workforce Alliance — is an independent, member-governed alliance that federates the colleges, employers and students of the rehabilitation field around one workforce standard, the largest clinical estate for supervised practicum, and a shared research commons. It is India-founded and internationally open.

01 A definition, in one line.

IRWFA is neutral, public-interest infrastructure for an entire field — not a service, a recruiter, or a single institution. It sets the standard a rehabilitation professional is trained to, opens a clinical home where that training is proven, and keeps the evidence that improves it — held in common, for everyone.

Its full name is the International Rehabilitation Workforce Alliance. Its Anchor Institution and Secretariat is Bharath Healthcare Laboratories Private Limited (BHCL), operating Pinnacle Blooms Network® — but the Alliance is a separate not-for-profit, anchored by BHCL, not owned by it.

02 Three Councils power it; three Classes carry it.

The architecture is a flywheel. Three Councils are the engine — Academic (the curriculum standard), Clinical (supervised practicum), and Research (the evidence commons). Three membership Classes are the constituency — Industry, Institutions, and Students.

Institutions supply students; students train to the standard with practicum at the Pinnacle estate; industry hires and funds; and the field compounds — so more institutions join, and the standard rises again.

03 Proven, not asserted.

The Alliance is built on a standard that has been measured, validated, and licensed. Its anchor measure, AbilityScore® (a 0–1000 developmental scale), was independently validated against the instruments clinicians already trust — Vineland-3, CARS-2, Bayley-4 and ABAS-3 — by a contract research organisation.

04 Independent by design.

Because the Anchor is also a beneficiary, independence is built into the structure, not promised in words: a not-for-profit vehicle (a Section 8 company), an independent Patron-President, an independent-majority Board, and a conflict-of-interest firewall — where the Anchor would benefit, the decision is taken at arm's length by independent members.

05 It complements the RCI — it does not supplant it.

IRWFA claims no authority reserved to the Rehabilitation Council of India or any statutory regulator. It aligns with the RCI's post-reform mission — and with the WHO, the UN Convention on the Rights of Persons with Disabilities, and the UN Sustainable Development Goals 3, 4, 8 and 10 — and seeks recognition and partnership, not rivalry.

06 Who can join, and how.

Colleges and universities, hospitals and employers, clinicians and researchers, and students of the rehabilitation field are all eligible — each through the membership Class that fits. Membership is free in the establishment period; everyone eligible should join sooner rather than later.
